Requires sellers to notify purchasers of any fee increases exceeding 10% or other substantial changes to disclosures after they become known

Reduces the maximum fee councils of unit owners and HOAs can charge for resale certificates from $250 to $100, and shortens the response time from 20 days to 10 days

Limits additional fees to $100 for unit inspections, $50 for expedited 5-day delivery, and $50 for financial updates ordered by settlement agents; eliminates the CPI-based fee adjustment mechanism

Extends the purchaser's contract cancellation window from 5 to 7 calendar days after receiving required disclosures
