Establishes a Task Force to Modernize County and Municipal Revenue Structures to study and evaluate revenue options for county and municipal governments in Maryland

Task Force membership includes 2 senators, 2 delegates, the Comptroller, Secretary of Budget and Management, Director of Assessments and Taxation, 2 representatives each from the Maryland Municipal League and Maryland Association of Counties, and 1 Baltimore City representative

Study scope covers current revenue sources, unused optional revenue sources, authority to raise revenue from additional sources, revenue practices in other states, and affordability impacts of potential new revenue sources on cost of living

Report with findings and recommendations due to the Governor and legislative committees by December 1, 2026

Act takes effect July 1, 2026 and automatically sunsets on June 30, 2027
