Three Baltimore City Mayor's offices—Neighborhood Safety and Engagement, Children and Family Success, and African American Male Engagement—would gain access to confidential juvenile police records and court records for children they are providing programs and services to.

Access is limited to purposes relevant to providing programs and services and developing comprehensive treatment plans, with court record access requiring coordination with the Department of Juvenile Services.

Each Mayor's office would be held liable for any unauthorized release of juvenile records accessed under this provision.

The bill amends Section 3–8A–27 of the Courts and Judicial Proceedings Article, which governs the confidentiality of juvenile records.

Effective date: October 1, 2026.
