State Board of Elections and Department of Public Safety and Correctional Services must jointly develop electronic transmission procedures for voter registration restoration by January 1, 2028

Department must transmit monthly lists to the State Board containing released individuals' names, dates of birth, last four digits of SSN/driver's license/state ID, release dates, and new residential addresses

State Board must promptly restore voter registration for individuals who were registered to vote in Maryland before incarceration and whose new address is in-state, granting them active voter status

Released individuals receive a voter notification card explaining they are registered at the address provided to a state agency, are eligible for all federal/state/local elections, and may decline registration or update their address

The identity of the voter registration agency through which a formerly incarcerated voter registered is protected from public disclosure under the Public Information Act

Act takes effect January 1, 2027
