Authorizes pharmacists to prescribe, administer, and dispense non-controlled substance drugs and devices for minor, self-limiting conditions under statewide protocols established by the State Board of Pharmacy

Permits pharmacists to order, test for, screen for, and treat specific conditions including cold sores, strep throat, influenza, lice, COVID-19, respiratory illnesses, skin conditions (ringworm, athlete's foot), and urinary tract infections

Allows pharmacists to perform and interpret CLIA-waived laboratory tests and prescribe HIV pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP) medications under protocols established by the Maryland Department of Health

Repeals the existing Nonoccupational Postexposure Prophylaxis (nPEP) Standing Order Program (Sections 13-5301 through 13-5303) and replaces it with expanded pharmacist authority

Takes effect October 1, 2026
