Department of State Police must conduct a study on the employment and use of special police officers, covering the commissioning process, employment requirements, operations, training, equipment, jurisdiction, and regulatory oversight for suspending or revoking commissions

Study must survey licensing and regulatory requirements for special police officers in Maryland and surrounding states, and analyze best practices including officer numbers, mandated training (including firearms), public safety impacts, and recorded complaints

Department must consult with special police officers, their employers (including local/county governments), Maryland Chiefs of Police Association, Maryland Sheriffs' Association, State Police Licensing Division, State's Attorneys' Association, Office of the Secretary of State, and security training academies

Report of findings and recommendations due to the Governor and General Assembly by December 1, 2026

Act takes effect July 1, 2026
