Calvert County may enter into contracts up to 20 years for infrastructure or asset management programs when the infrastructure or asset has a life cycle of at least 15 years

Eligible assets include water towers, flow meters, and other water and sewer assets

Infrastructure contracts may cover the full life cycle: planning, design, construction, operation, maintenance, modification, revitalization, and decommissioning

Expands existing authority that already permits 20-year contracts for cellular tower leases, solid waste disposal, banking services, pension management, health insurance, and IT services

Effective October 1, 2026
