State agencies must submit climate and sustainability information when recommending contracts to the Board of Public Works for 8 categories: architectural/engineering, construction, energy performance, general miscellaneous, landlord leases, tenant leases, maintenance, and public-private partnerships.

Required disclosures include how contracts contribute to greenhouse gas reduction or net-zero goals, provide climate resilience and adaptation, use environmentally preferable products, and comply with Maryland Green Building Council standards and Building Energy Performance Standards.

Liaisons from the Governor, Comptroller, and State Treasurer offices must ensure climate information appears on the Board agenda when contracts are considered.

The Secretary of the Board may exempt contracts from these requirements if the review is deemed unnecessary.

The Department of General Services must issue compliance guidance to state agencies; effective date is October 1, 2026.
