The Special Secretary of Overdose Response must annually reimburse each county for the full costs of implementing medication-assisted treatment (MAT) programs in local detention centers for incarcerated individuals with opioid use disorder.

Funding sources include the Opioid Restitution Fund, state budget appropriations, and other eligible federal or state grants; counties must attempt to obtain at least one grant before accessing Opioid Restitution Fund dollars.

Counties must submit estimated itemized costs by July 30 each year, with a 20% funding reduction penalty for each 30 days of late submission.

The Opioid Restitution Fund's authorized uses are expanded to explicitly include funding county MAT programs in correctional facilities.
