Maryland Department of Health must procure a modular replacement system for the State's Medicaid Management Information System (MMIS) mainframe, subject to CMS approval

Replacement system must support existing functionalities including provider enrollment, medical/dental/pharmacy claims processing, beneficiary inquiries, data reporting, and audit functions per federal requirements (42 C.F.R. Part 433, Subpart C)

Department must integrate the replacement system with the Medicaid Enterprise System by January 1, 2027

All Department applications must transition from the Annapolis Data Center to the replacement system by January 1, 2028, with the legacy MMIS decommissioned upon completion

Effective date: July 1, 2026
