Municipalities cannot annex land located in a different legislative district without first obtaining consent from the General Assembly delegation members representing that district

Annexation of land owned by the United States, Maryland state government, political subdivisions, or state units requires prior consent from the governmental entity that owns the land

Land owned by tax-exempt entities under Section 501 of the Internal Revenue Code cannot be annexed without first obtaining consent from the entity

Designated as an emergency bill requiring three-fifths approval from both houses and takes effect immediately upon enactment

Amends Section 4-401 of the Local Government Article in the Annotated Code of Maryland
