Creates a new manufacturer's limited beer, wine, and liquor permit in Baltimore County that the Board of License Commissioners may issue to holders of Class 5 brewery licenses with local on-site consumption permits

Permit holders may allow licensed caterers or contracted parties to provide sealed beer, wine, and liquor products not manufactured by the permit holder during private events on the manufacturer's premises

Permit holders may not be affiliates of the caterer or contracted party, and must keep private event areas separate from public areas of the premises

Permit holders must request Board approval before each event

Board of License Commissioners must adopt regulations establishing event approval criteria and setting the annual permit fee; effective date is July 1, 2026
