Exempts off-grid electricity providers from Public Utilities Article regulations, orders, and permits, effective October 1, 2026

Defines "off-grid electricity provider" as an entity operating an electric generating facility that does not interconnect with the state electric system, does not cross state lines, and is not located within any federal, state, or local roadway or right-of-way

Requires off-grid providers to still obtain certificates of public convenience and necessity under §§ 7-207 and 7-207.1 when constructing generating facilities

Providers lose their exempt status if their facility subsequently connects to the state grid, crosses state lines, or becomes located within public roadways or rights-of-way
