Creates a new "limited license" allowing persons without a fixed Maryland business address to operate as temporary event-based dealers in secondhand precious metal objects at discrete events held at locations of existing licensed dealers

Requires limited license applicants to pay a $300 nonrefundable application fee, provide business history for the previous 36 months, identify employee names and addresses, and disclose storage locations for precious metal objects

Limited licensees must operate only at fixed business addresses of individuals already licensed under the title, and must comply with all record-keeping, record retention, holding period, and inspection requirements imposed on regular dealers

Licenses and limited licenses expire on April 30 of even-numbered years and may be renewed for 2-year terms upon payment of a $265 fee and completion of renewal requirements
