State Board of Education must develop content standards on Palestinian culture and history for social studies by December 1, 2026, covering topics including historical presence in the region, cultural traditions, displacement impacts, international human rights principles, and distinctions between governments and civilian populations.

All Maryland public schools must include Palestinian culture and history in their social studies curriculum beginning in the 2027–2028 school year.

State Department of Education must develop model curriculum guides and optional professional development resources in collaboration with teachers, historians, civil rights organizations, and community stakeholders.

State model policy on school bullying must be amended to expressly include conduct motivated by anti-Palestinian bias as a form of bullying, harassment, or intimidation.

Content standards must be factual, historically grounded, and nonpartisan, emphasizing critical thinking and media literacy while avoiding political advocacy; the law explicitly protects academic freedom and does not limit discussion of multiple historical perspectives.
