Department of Social and Economic Mobility must establish the DBE Reevaluation Assistance Program by December 1, 2026, in collaboration with the Department of Commerce

Eligible businesses are Maryland-based firms that held federal DBE certification as of October 3, 2025 and have been notified of required reevaluation or are seeking recertification after denial

Program provides application preparation assistance, financial and ownership documentation review, narrative/affidavit preparation, legal structure compliance guidance, and appeal support (excluding legal representation)

Services may be delivered directly or through third parties including Small Business Development Centers, law/business school clinics, nonprofit organizations, and accounting/legal providers

Department must report to the Governor and General Assembly by December 31, 2027 on firms served, successful reevaluations, and estimated federal funding preserved; the Act sunsets June 30, 2028
