Authorizes Class B and Class D license holders at Baltimore County restaurants and bars to sell mixed drinks and cocktails in sealed containers for off-premises consumption, but only if the Board of License Commissioners first adopts enabling regulations

Requires mixed drinks sold for takeout to be purchased with prepared food (not prepackaged snacks), sold to customers at least 21 years old with valid ID, and completed by 11 p.m.

Containers must be the manufacturer's original sealed container or closed with a cap, cork, seal, or lid with no holes for straws or sipping

Prohibits the Board from charging license holders additional fees for selling alcohol under these provisions and allows the Board to limit quantities sold per transaction

Takes effect July 1, 2026
