Applicants for a certificate of public convenience and necessity for transmission line construction must provide certified mail notice to owners of abutting land and, for overhead lines, to owners of adjacent land at the time of application

Required notices must inform landowners of their right to intervene in the proceeding, the filing process and deadline, and provide Commission contact information and website for additional intervention details

Failure to provide required notice invalidates any public hearing (requiring a new hearing) or voids the entire certificate application if the notice relates to the application itself

Applicants whose certificates are voided for failure to provide notice may reapply
