Authorizes vehicle dealer associations to request administrative hearings to resolve disputes with manufacturers, distributors, or factory branches on behalf of themselves, individual dealers, or groups of dealers

Defines "dealer association" as a business entity primarily owned by or composed of dealers that collectively represent a majority of franchised dealers in Maryland and primarily represents dealer interests

Expands existing hearing rights from individual dealers and designated successors to include dealer associations, allowing them to seek clarification or interpretation of any provision under the Transportation title

Excludes disputes involving manufacturers, distributors, or factory branches that do not have at least one franchised dealer in Maryland

Takes effect October 1, 2026
