Prohibits the Maryland Stadium Authority from selling, transferring, or disposing of Shamrock Farms (located at 4926 Woodbine Road, Woodbine, Maryland) except to Carroll County under the terms specified in the bill.

Authorizes Carroll County Commissioners to purchase Shamrock Farms for $4,480,000, adjusted for inflation as determined by the Board of Public Works and reduced by any amount Carroll County contributed to the State's original purchase.

Requires Carroll County to notify the Maryland Stadium Authority of its intent to purchase by July 1, 2029; if no notice is provided by that date, the bill's provisions automatically become void.

Allows Carroll County to pay for the purchase using the county's general fund, accept donations from any source, and make payments in equal annual installments over 5 years.

Transfers all rights and authority over Shamrock Farms, including zoning authority, to Carroll County upon completion of the transfer.
