Expands authorization for all Maryland counties to honor certificates of guarantee for county bond requirements, replacing the previous limitation to only nine specified jurisdictions (Baltimore County, Baltimore City, Calvert, Charles, Howard, Montgomery, Prince George's, St. Mary's, and Washington counties)

Certificates of guarantee are instruments issued by nonprofit contractor associations or their wholly owned subsidiaries to satisfy county bond requirements for public improvements and other county bond obligations

Counties may honor these certificates but are not required to do so under the Insurance Article

Certificates of guarantee remain exempt from regulation under the Insurance Article
