Prohibits operating, offering, or promoting illegal online gambling in Maryland, as well as knowingly supporting such operations directly or indirectly

Authorizes the Attorney General and prosecuting attorneys to issue cease and desist orders requiring operators to block Maryland users within 10 days, with the Attorney General maintaining a public list of violators

Establishes criminal penalties including up to 3 years imprisonment and fines of $50,000-$100,000 for operators, and civil fines of $25,000-$50,000 for those who knowingly support illegal gambling operations

Requires financial transaction providers and platform providers to block transactions and disable websites used for illegal online gambling after receiving cease and desist orders, with 30 days to comply

Exempts persons licensed for online sports wagering or fantasy competitions under existing Maryland law; effective October 1, 2026
