Authorizes Prince George's County to use automated crosswalk monitoring systems in school zones to capture drivers who fail to yield to pedestrians in crosswalks, subject to approval by the County Council and local law

Civil penalty for recorded violations may not exceed $40; violations are not considered moving violations, do not add points to driving records, and cannot affect motor vehicle insurance rates

Citations must be mailed within 2 weeks of the violation and include the recorded image, time, date, location, and information on how to contest the citation in District Court

Contractors operating the monitoring systems may not be compensated on a per-ticket basis tied to the number of citations issued or paid

The law takes effect July 1, 2026 and automatically expires on June 30, 2031; Prince George's County must report to the Governor and General Assembly by December 1, 2027 on system effectiveness in reducing violations and pedestrian injuries
