Proposes a Maryland constitutional amendment establishing the right to be paid at least the state minimum wage without regard to tips received, subject to voter approval in November 2026

Increases the state minimum wage incrementally from $15.00/hour (2024) to $25.00/hour by January 1, 2030, with annual Consumer Price Index adjustments beginning January 1, 2033

Phases out the tip credit for tipped employees by January 1, 2031, with the allowable tip credit decreasing from $12.00 (2027) to $16.50 (2030) before full elimination

Requires food service facilities to prominently disclose service fee amounts on menus or before ordering, and mandates that service fees be distributed to employees who directly performed the services (not managers or supervisors)

Repeals the Secure Maryland Wage Act and various exemptions from Maryland Wage and Hour Law, while establishing enforcement mechanisms through the Commissioner and consumer protection penalties
