Requires pest control companies with residential subscription contracts to inspect properties before each pesticide application, communicate findings to customers, recommend least toxic alternatives, and document all inspections and recommendations

Establishes a Residential Pollinator Protection and Neighbor Notification Registry through the Department of Agriculture, allowing residents to register for advance notice of pesticide applications on neighboring properties

Mandates that licensees notify registered neighbors by telephone the day before/morning of application, or in person/writing before pesticides are applied to adjacent properties

Requires pesticide applicators to exercise particular care to avoid contaminating pollinator gardens or domestic animals on registered neighbors' properties, with documentation of protective measures taken

Takes effect October 1, 2026, with the Department authorized to charge a reasonable registration fee (waived for individuals with documented pesticide sensitivity or medical conditions)
