Establishes a Part-Time State Employment Pilot Program in the Department of Budget and Management to increase availability of part-time positions with benefits in state government

Requires the Department to select five executive branch agencies with diverse position types to participate in the program

Participating agencies must evaluate full-time position vacancies to determine if they can be converted to two part-time positions with benefits; if no positions are eligible, agencies must document their reasoning

Limits supervisory burden by prohibiting supervisors from having their duties increased by more than one additional employee as a result of position conversions

Program takes effect July 1, 2026 and automatically sunsets on June 30, 2029; semi-annual reports to the Governor and General Assembly are required beginning December 1, 2026
