Authorizes the General Assembly to permit the State Lottery and Gaming Control Commission to issue internet gaming licenses in Maryland, subject to voter approval in a November 2026 referendum

Limits internet gaming licenses to holders of existing video lottery operation licenses and entities contracting with those license holders

Dedicates the State's share of internet gaming revenues to public education funding

Requires the referendum question to ask voters whether they favor expanding commercial gaming to authorize internet gaming for dedicated purposes including public education

Takes effect July 1, 2026 for referendum purposes, with full implementation occurring 30 days after voter approval of the referendum
