Prohibits any person from advertising adoption services in Maryland unless they are a local department or a child placement agency licensed by the Social Services Administration

Defines "advertise" broadly to include print, digital media, websites, social media, radio, television, streaming services, direct mail, email, text messaging, and any medium reaching state residents

Applies to advertisements originating inside or outside Maryland that target state residents either directly or indirectly through general distribution

Authorizes the Social Services Administration to investigate violations, issue cease and desist orders, and notify the Attorney General of suspected violations

Establishes civil penalties of $10,000 per violation, enforceable through Attorney General action in court; effective October 1, 2026
