Establishes a Workgroup on Postoperative Cosmetic Care to study regulation of postoperative cosmetic and body-altering services provided by nonphysician practitioners, focusing on patient safety and consumer protection.

Workgroup membership includes the Secretary of Health, Secretary of Labor, representatives from nursing, massage therapy, and physical therapy boards, plus appointed members including a cosmetic/plastic surgeon, licensed acupuncturist, patient advocate, and recovery services representative.

Workgroup must examine current state regulations, identify gaps in patient access, review scope-of-practice conflicts, evaluate risks from unregulated practitioners, and consider certification or registration options while avoiding new licensure programs unless necessary.

Interim report due December 1, 2026 and final report due December 1, 2027 to the Governor and General Assembly.

Act takes effect July 1, 2026 and automatically sunsets on June 30, 2028; the workgroup may not establish any licensure program without legislative approval.
