Requires local zoning authorities to designate and maintain federally owned land at the Patuxent Research Refuge in a zoning classification restricted to open space, reserved open space, or resource conservation uses.

Mandates that if any portion of the Patuxent Research Refuge is sold, leased, or otherwise encumbered by the federal government, the restrictive zoning must continue and cannot permit commercial, industrial, or residential uses.

Requires the District Council to zone the Beltsville Agricultural Research Center and other USDA property in Beltsville as open space or reserved open space, with these restrictions continuing if the land is transferred.

Prohibits the District Council from approving any overlays, special exceptions, or modifications to these required zoning classifications for either property.

Takes effect June 1, 2026, and amends Maryland's Land Use Article to apply these provisions to charter counties.
