Establishes the Neighborhood Social Connection and Development Program within the West North Avenue Development Authority to foster community connections along the West North Avenue Corridor in Baltimore City (600 to 3200 block and 250-yard buffer zone)

Authorizes up to $150,000 annually in grants to community development corporations, neighborhood associations, volunteer groups, and nonprofits for social gatherings, outreach initiatives, volunteer stipends, green spaces, and community organizer training

Requires participating organizations to collaborate with corridor residents in planning events and ensure activities reflect neighborhood priorities and are resident-led where practicable

Authorizes the West North Avenue Development Authority to use Continuing the CORE Partnership Fund resources, in conjunction with the Department of Housing and Community Development, for blighted property removal in the area

Mandates annual reporting to the Governor and General Assembly on grant activities starting December 1, 2027, and a program evaluation template for scaling recommendations by July 1, 2029; takes effect October 1, 2026
