Authorizes the Maryland Transportation Authority to waive video tolls or civil penalties on delinquent accounts without first recalling the debt from the Central Collection Unit

Requires the Authority to notify the Central Collection Unit of any revised debt amount when tolls or penalties are waived

Requires the Central Collection Unit to reduce its collection fee (under § 3–304(A) of the State Finance and Procurement Article) proportionally based on the revised debt amount
