Authorizes operation of fully autonomous vehicles (SAE Level 4 or 5) on Maryland highways without a human driver, provided the vehicle can achieve a minimal risk condition upon system failure and complies with Maryland Vehicle Law and federal safety standards.

Requires operators or manufacturers to submit a first responder interaction plan to the Administration before operating autonomous vehicles, detailing how to communicate with fleet support, safely remove vehicles, and identify when autonomous mode is engaged.

Mandates $1,000,000 minimum combined single limit liability insurance for autonomous vehicles with automated driving systems engaged, plus personal injury protection and uninsured motorist benefits.

Extends Maryland's Online Data Privacy Act to cover all personal data collected by fully autonomous vehicles, regardless of the operator's size or revenue thresholds that normally trigger the law.

Prohibits state agencies and local governments from banning autonomous vehicles or imposing taxes, fees, or requirements specific to their operation, with the Act taking effect October 1, 2026.
