Authorizes local jurisdictions to grant aggrieved persons additional appeal options for historic preservation commission decisions beyond the existing planning commission appeal process

Allows appeals to be directed to the local board of appeals, the appropriate circuit court, or both, at the local jurisdiction's discretion

Amends Section 8-308 of the Maryland Land Use Article in the Annotated Code of Maryland
