Adds a new annual reporting requirement for the State Department of Education to track the number of foster youth who enroll in college and graduate within 6 years

Requires annual reports on foster youth educational outcomes to include comparison data for children not in the child welfare system

Mandates a one-time joint report by December 1, 2026 from the State Department of Education and Department of Human Services identifying service gaps, best practices from other states, and recommendations for improving educational outcomes for foster youth

Requires all reported data to be disaggregated by county, age, gender, race, and ethnicity while maintaining confidentiality protections

Takes effect October 1, 2026, with the one-time report requirement expiring on September 30, 2027
