Incarcerated individuals in Maryland would be exempt from paying tuition at public institutions of higher education, including registration fees and all charges for credit-bearing and noncredit courses

Tuition exemption applies regardless of whether the incarcerated individual receives any scholarship or grant

To qualify for the exemption, incarcerated individuals must submit timely applications for all state and federal student financial aid (excluding loans) for which they may be eligible

Any non-loan financial aid received must first be applied to tuition costs, with the exemption covering only the remaining difference between tuition charges and aid received
