Attorney General must submit annual reports beginning January 1, 2027, identifying all data-sharing agreements between state/local governments and the federal government, assessing compliance with privacy laws, and recommending fixes for non-compliant agreements.

State and local government entities, including county sheriffs and all officers/employees/agents, are prohibited from providing personal identifying information to the federal government unless required by state or federal law or court order.

"Personal identifying information" is defined to include citizenship or immigration status, religious affiliation/belief/opinion, and biometric data.

State and local governments are prohibited from providing information or assistance in establishing or maintaining any federal registry based on race, national origin, or religious affiliation/belief/opinion.

Effective date: October 1, 2026.
