Expands the Department of Human Services' authority to disclose child abuse and neglect reports and records to additional categories of recipients beyond licensed child care operators

Adds administrators of government-operated child care centers or those in state-occupied buildings as authorized recipients of disclosure

Allows disclosure to coaches, team administrators, or managers of youth sports programs serving minors

Permits disclosure to administrators or appropriate personnel of any organization providing adult supervision or care and control of children

Takes effect October 1, 2026
