Relocates the School Mapping Data Program from the Maryland Center for School Safety to the Department of State Police, which will provide oversight and technical assistance to public safety agencies producing school mapping data for emergency response purposes.

Shifts funding eligibility from local school systems to public safety agencies (state, county, municipal, or regional agencies providing fire, law enforcement, medical, and emergency services), which may apply to the School Safety Subcabinet for Safe Schools Fund grants.

Requires school mapping data to meet specific technical standards, including compatibility with existing software platforms without additional fees, printable and digital formats, walk-through verification for accuracy, true north orientation, aerial imagery overlay, and gridded x/y coordinates.

Mandates detailed site-specific labeling of school buildings (rooms, hallways, doors, stairwells, hazards, utilities, key boxes, AEDs, trauma kits) and grounds (parking areas, athletic fields, surrounding roads, neighboring properties).

Takes effect October 1, 2026, and requires the Department of State Police to adopt implementing regulations.
