Medicaid eligibility redeterminations required every 6 months for nonelderly adults; retroactive eligibility limited to 1 month for expansion population and 2 months for nonexpansion population; self-attestation prohibited for verifying income, identity, residency, and citizenship status

Work requirements must be implemented for applicable Medicaid recipients by December 31, 2026, with a 6-month lockout period sought via federal waiver for recipients aged 19-64 who fail to report eligibility changes

Medicaid and SNAP benefits restricted to "qualified citizens" including U.S. citizens, lawful permanent residents, Cuban/Haitian entrants, and Compact of Free Association residents; applicants without lawful immigration status must be referred to federal authorities

Department of Human Services must conduct annual on-site inspections of retail facilities accepting EBT cards, eliminate categorical eligibility for SNAP unless required by federal law, and assign 3-4 month recertification periods for households with zero income or able-bodied adults without dependents
