Attorney General must conduct legal review of all petitions to place handguns on Maryland's handgun roster and determine compliance with state and federal law within 45 days, with the burden of proof on petitioners

Maryland State Police or an accredited laboratory must conduct safety and functionality testing on handgun specimens, including 500-round live fire tests (failing if more than 6 malfunctions occur) and drop/impact tests (failing if any discharge occurs)

Handgun Roster Board's role shifts from decision-making to procedural oversight, with the Board required to update the roster within 15 days of Attorney General determinations and submit annual reports to the General Assembly

All handguns currently on the roster as of October 1, 2026 must be reevaluated for legal compliance and tested by March 31, 2028

Broadens Board membership eligibility for handgun owner representatives beyond NRA affiliates to include any organization promoting responsible firearm ownership, safety, range instruction, or Second Amendment rights
