Public school personnel must notify the county superintendent when informed of immigration enforcement at a school, and school security personnel are prohibited from engaging in immigration enforcement or sharing student/employee records for immigration purposes without a valid judicial warrant, subpoena, or legal order

Sensitive locations are expanded to include designated school bus stops, school vehicles, and facilities that distribute food to individuals in need

Courthouses, public schools, public libraries, and Executive Branch units operating at sensitive locations must deny access to non-public areas to anyone enforcing federal immigration law unless they present a valid federal court warrant or exigent circumstances exist

Courthouses must implement immigration enforcement policies consistent with Attorney General guidance by October 1, 2026, and the Attorney General must update guidance annually by October 1 beginning in 2026

Designated as an emergency measure requiring three-fifths vote in both Houses of the General Assembly, taking effect immediately upon enactment rather than July 1, 2026
