Maryland Transit Administration must study all locally operated transit systems statewide, examining current local and State cost shares, ridership numbers, and year-over-year cost increases over the past 10 years

Study must identify and assess best practices from peer states regarding local transit funding models and governance structures

MTA required to consult with local jurisdiction representatives, transit advocacy organizations, and other relevant stakeholders during the study

Report with findings and recommendations due to the Governor, Senate Budget and Taxation Committee, House Environment and Transportation Committee, and House Appropriations Committee by December 1, 2026

Act takes effect June 1, 2026
