Public Service Commission must develop an implementation plan to convert formerly operational fossil fuel generating stations in Maryland to natural gas generating stations

Commission must conduct a public stakeholder process with input from the Office of People's Counsel, Maryland Energy Administration, Department of Natural Resources, Department of the Environment, utilities, generating station owners, nonprofit advocacy groups, and affected local governments

Implementation plan must assess feasibility and costs of conversion under different ownership scenarios (electric/gas company vs. other entities), identify legal, regulatory, and engineering barriers with potential solutions, and include a conversion timeline balancing ratepayer costs with electric system reliability

Commission must submit the implementation plan and recommendations to the Governor and relevant legislative committees by January 1, 2027

Act takes effect June 1, 2026
