Grants property owners a 5-day right to rescind contracts for disaster mitigation services that were obtained through contractor solicitation, with liability limited to an amount specified and initialed in the contract

Requires disaster mitigation service contracts to include specific rescission notice language that must be initialed by the owner

Authorizes county governments to impose limitations on in-person solicitation of disaster victims by contractors, including restrictions on hours and geographic areas where solicitation may occur

Takes effect October 1, 2026
