Manufacturers of menstrual hygiene products (sanitary pads, tampons, menstrual cups) must include a complete list of all ingredients on consumer-facing packaging by April 1, 2028

Ingredients must be listed in order of predominance and displayed prominently in conspicuous type

Proprietary ingredients or combinations may be listed by their common name to protect manufacturer confidentiality

Violations subject to civil penalty not exceeding $1,000, with penalties deposited into the State General Fund to offset enforcement costs by the Division of Consumer Protection

Act takes effect October 1, 2026
