Conspiracy to distribute or dispense controlled dangerous substances carries the same penalty as the underlying drug offense

Expands venue options for prosecuting drug crimes, allowing cases to be brought in any county where acts occurred, where the conspiracy is headquartered, where defendants possess proceeds or records, or where a defendant resides

Allows State's Attorneys from multiple counties, or the Attorney General, to join drug-related causes of action into a single complaint when violations span multiple jurisdictions

Extends venue rules for criminal organization violations to include any Criminal Law or Public Safety Article offense committed in furtherance of the criminal organization

Takes effect October 1, 2026
