Establishes a Commission on Re-Imagining Health Care to develop recommendations for a comprehensive, patient-centered health care system in Maryland that integrates both somatic and behavioral health services across all life stages.

Commission includes approximately 30 members: 6 legislators, state agency officials (Health, Budget, Insurance), representatives from counties, medical society, health insurers, hospitals, local health departments, labor, business, and consumer advocates.

Requires the Commission to study health care delivery models from other states and countries, physician reimbursement rates, the role of worker's compensation, provider network adequacy, and how high deductibles and limited networks affect access.

Preliminary reports due December 1, 2027 and December 1, 2028; final report with recommendations due December 1, 2029; Commission sunsets May 31, 2030.

Implementation contingent on Maryland Department of Health securing private funding by June 1, 2027; if funding is not obtained, the Commission provisions become null and void.
