Authorizes the Town of Rising Sun in Cecil County to use stop sign monitoring systems (automated cameras) on State highways to capture violations of drivers failing to come to a complete stop

Requires approval from both local law and the Cecil County Council for specific camera locations, plus authorization from the State Highway Administration for State highway placement

Civil penalties for violations captured by the system may not exceed $40, and violations do not count as moving violations for points or insurance purposes

Designates the State Highway Administration as the authorized agency to operate the systems in Rising Sun, and requires public notice in newspapers before implementation

Establishes a 3-year pilot program effective July 1, 2026, with automatic expiration on June 30, 2029
