Prohibits procurement officers from requiring bidders or offerors to certify they are not engaged in, or will refrain from, boycotts of foreign countries as a condition of submitting bids on state contracts

Prohibits inclusion of anti-boycott certification clauses in state procurement contracts or contract renewals

Effectively repeals Executive Order No. 01.01.2017.25 (signed October 23, 2017), which prohibited state agencies from contracting with businesses that boycott Israel

Requires all state government units to update procurement policies and review/amend conflicting contracts or solicitations by June 1, 2027

Takes effect July 1, 2026
